In January 2012, an ambulance was called to a home with a Beverly Hills, CA 90210 address. It took 911 dispatchers more than two minutes to work out whether Beverly Hills or Los Angeles should send the response. The address said Beverly Hills. The parcel did not.

That confusion is not a fluke of one bad night. It is the visible edge of a boundary that runs straight through the most recognizable zip code in the country, and it does more than complicate emergency dispatch. It decides who taxes your home sale, who patrols your street, which school district your kids attend, and increasingly, whether an insurer will even write your policy. If you are comparing Beverly Hills against other Westside neighborhoods based on the median price you saw on a portal, you are comparing a number that quietly blends two different legal jurisdictions. That is the piece almost nobody explains before you write an offer.

The Post Office Isn't the City

The area known as Beverly Hills Post Office, or BHPO, sits in the hills north of the city, stretching up toward Mulholland Drive. In the 1920s, the U.S. Postal Service decided the Beverly Hills post office would serve that stretch of rural hillside, which was then part of Doheny Ranch. In 1963, the area was folded into the 90210 zip code, the same code that covers the northern part of the actual City of Beverly Hills. From that point forward, a mailing address stopped being reliable proof of which city you lived in.

Here is what the zip code does not tell you:

  • BHPO residents receive police and fire response from the Los Angeles Police Department and Los Angeles Fire Department, not Beverly Hills PD or Beverly Hills FD.
  • BHPO students attend Los Angeles Unified School District schools. The western part of the area feeds into Warner Avenue Elementary, the eastern part into West Hollywood Elementary, and the whole area into Emerson Middle School and University High School. Beverly Hills Unified serves only the incorporated city.
  • BHPO residents vote in Los Angeles elections and are governed by Los Angeles building, planning, and permitting departments, not Beverly Hills city hall.

None of that is disclosed on a listing sheet. It shows up only when you pull the parcel and check which municipality actually governs it, which is exactly what the Demi Moore incident revealed the hard way.

The Tax Line Runs Through the Same Zip Code

The jurisdictional split gets expensive the moment you sell. Measure ULA, the City of Los Angeles transfer tax often called the mansion tax, applies only inside Los Angeles city limits. As of the July 1, 2026 threshold reset, it adds a 4 percent tax on sales from $5.4 million up to $10.9 million, and 5.5 percent on sales at or above $10.9 million, calculated on the full sale price, not just the amount above the line. Because Beverly Hills is its own incorporated city, it sits entirely outside that tax. A $7 million home sale that closes inside Los Angeles city limits owes $280,000 in ULA tax. The same $7 million sale inside the City of Beverly Hills owes no ULA at all, just the standard Los Angeles County documentary transfer tax of roughly $15,400.

Trousdale Estates is the clearest illustration of why this matters more than most buyers assume. It is a 410-acre hillside enclave above Sunset Boulevard, developed by Paul Trousdale beginning in the mid-1950s on former Doheny Ranch land, the same ranch that BHPO partly grew out of. Trousdale sits inside the Beverly Hills city limit. A BHPO address just up the same hillside does not. Two homes separated by a boundary line that exists nowhere on a map you'd see at an open house can differ by hundreds of thousands of dollars in transfer tax at closing.

The Insurance Line Doesn't Follow the Tax Line

Here is the part that trips up even careful buyers: the insurance risk boundary and the tax boundary are not the same line.

The California FAIR Plan, the state's insurer of last resort, is raising rates by an average of 29.1 percent starting October 15, 2026. That increase does not respect city limits. It follows topography. Flat parcels in the Beverly Hills Flats generally sit in lower wildfire risk zones and may see smaller rate changes. Hillside parcels in the canyons north of Sunset, including areas in Very High Fire Hazard Severity Zones, are seeing admitted carriers restrict or pull back coverage entirely, regardless of whether the address is inside Beverly Hills city limits or in BHPO.

That means a home in Trousdale Estates can be fully exempt from Measure ULA because it sits inside the city, while still facing the same steep insurance underwriting most hillside parcels are facing this year. Tax exposure and insurance exposure are two separate questions, and answering one does not answer the other. Anyone shopping the hills above Sunset needs a jurisdiction check and an insurance quote before they get attached to a house.

Why Every Median You've Seen Is a Different Beverly Hills

Look up "Beverly Hills median home price" and you'll get answers that don't agree with each other. Redfin has reported a median sale price near $6.1 million over the three months ending May 2026, up 56.2 percent year over year, on 73 homes sold that month. A widely cited home value estimate for the same period puts the citywide average closer to $3.69 million. Another market tracker has the median at $3.4 million, down slightly year over year. A CRMLS-sourced figure for single-family homes specifically puts the median near $5.62 million as of May 2026.

These numbers are not contradicting each other by mistake. They are measuring different things. Some blend condos and single-family homes across the entire city, which pulls the number down. Some track single-family sales only, which pulls it up. And the underlying sample is small: Beverly Hills closed just 57 total transactions in the first quarter of 2026, up 10 percent from 52 a year earlier, which means a handful of trophy sales or a slow month for condos can swing a median by seven figures.

Cash makes this noisier still. Estimates of the cash share of Beverly Hills single-family closings vary depending on the window measured, with figures ranging from roughly 41 percent to well over half, and climbing toward 85 to 90 percent in the $10 million-plus tier. A market this thin and this cash-heavy does not produce a stable median the way a larger suburban market does. Whatever number you saw on a portal, treat it as a snapshot of a specific slice, not a price you can hold your own comparison against.

Before You Write an Offer

If you're weighing Beverly Hills against other Westside options, the zip code and the median price are the two least reliable data points you have. What actually matters:

  • Pull the parcel number and confirm with the county assessor whether the property sits in the City of Beverly Hills, the City of Los Angeles, or unincorporated LA County. Don't rely on the mailing address.
  • If the price range is anywhere near $5.4 million, confirm which side of the ULA line the parcel falls on before you build a net proceeds estimate.
  • If you're looking at a hillside or canyon lot, get an insurance quote early in the process. Waiting until late in escrow to discover a non-renewal or a coverage gap is one of the more common ways a hillside deal falls apart.
  • Ask for a comparable sales pull specific to the micro-market, not the zip code. A Trousdale comp and a Flats comp are not interchangeable, and neither should be compared against a citywide median built from a mixed sample.

FAQ

Does Measure ULA apply to homes in Beverly Hills? Not if the property sits inside the incorporated City of Beverly Hills. It does apply to properties inside the City of Los Angeles, including the Beverly Hills Post Office area, which shares the 90210 zip code but sits outside city limits.

How do I find out if my target property is in BHPO or the City of Beverly Hills? Check the parcel with the LA County Assessor or the relevant city's planning department. The mailing address and zip code will not tell you.

Is every hillside Beverly Hills property in BHPO? No. Trousdale Estates and other hillside neighborhoods sit inside Beverly Hills city limits and are exempt from Measure ULA, even though they share the same topography and insurance exposure as BHPO parcels further up the hill.

Why do online estimates for Beverly Hills home values vary so much? Different sources track different property mixes, single-family only versus citywide averages including condos, over a market that closes a small number of transactions each quarter. Small sample sizes and a heavy cash-buyer share make single-month medians volatile.
